Add a code action to file false positives

We could have a code action on each warning/error diagnostic that says "This is incorrect, file an issue with the devs" that then makes it easy to send the code example to us devs. Maybe by just opening an issue that is prepopulated or something like that.

Would probably have to be behind an option and off by default.
