GUI should periodically check for updates

When using a self hosted Juju the GUI should check periodically on load if there is a new version and then offer the user the commands to upgrade to the latest GUI.

Do we have some specs or idea of what to do / how long this would take? Would be relevant also for the new GUI.

With the current GUI I have an idea of how this might be implemented. We would essentially query 'simplestreams' to see if the existing version is the most recent. With the new GUI that would depend entirely on our distribution mechanism. However I expect it'll likely also use simplestreams...

As far as how long...I've added an estimate value assuming we stick with simplestreams.
