Improper defaults in get_ipv6_addr break MAAS allocated LXD container IPs

The dynamic_only parameter in get_ipv6_addr breaks MAAS statically-allocated container IPs, since it is True by default and this filters out the static IPs, leading to the misleading error "Interface 'eth0' does not have a scope global non-temporary ipv6 address".
