KeDei v6.3 3.5 and

I tried to configure the "KeDei v6.3 3.5" 320x480 MPI3501 400MHz/12=33.333MHz 4.8fps **" as Raspberry Pi Zero W and the tutoal https://github.com/juj/fbcp-ili9341, but I only have feedback from blank screen or output from hdmi.

I managed to make use of the drive available in this turorial: https://kookye.com/2016/09/04/download-raspberry-pi-3-5-touch-driver-for-raspbian-jessie/ and the antithetical version of OS 2017-08-16-raspbian-stretch , but this drive does not work on newer versions.

When installing Retropie I only get the HDMI output and the KeDei v6.3 3.5" monitor has a white screen.

Do these drivers have any dependency on the specific version of the Raspbian OS?

To my knowledge the version of Raspbian OS should not matter. However I have not tried the driver on newer Raspbian versions than 32-bit Jessie and Stretch (which are both quite old by now), so not actually sure if there might exist some newer incompatibilities.
