Add QUIC support

please add quic support and the possibility of choosing between BBR and CUBIC congestion control. so that http/3 endpoints can be used.

Are you referring to data transfer with object storage? That depends on the object storage system and its SDK support. What's your use case? And using which metadata engine and object storage?
