OpenStreetMap zoomed in tile access issue

When using GMap.Net and OpenStreetMap or OpenSeaMapHybrid then tiles appear blurred when zoomed in, presumably an access issue for some zoom levels?

The actual issue is a 400 error when fetching tiles while zoomed in. On further investigation I found the requested tile does not exist.
