The config could be something like:

'parent_slugs' => array( 'parent_shorcode_slug' ),

It would mean a popup/overlay on top of another overlay, but I still think it would be really powerful.

If using parent slugs doesn't work, it would be great to at least allow buttons on the popup editor.
