Scenes not rendering on Radeon RX Vega

Only skycube and audio are rendering on Sapphire Reference Vega. No models drawn. ~~Maybe the AMD alignment bug shifted over again, or they fixed it and now the fix used in the engine is a bug~~ UPDATE: Disabling the fix did not address issue; likely need to get hold of a similar card and test against it.

Possibly affects other later AMD models.
