Using FreeDOS

I tried to use Rufus to create a FreeDOS USB drive. It said it couldn't because the drive was in use. I then tried formatting the drive using Explorer and it worked fine. I then tried removing the USB drive and rebooting my machine (Windows) to make sure nothing else was running. I inserted the USB drive and started Rufus and tried to setup FreeDOS and got the same error message.

Any suggestions on how to get this working?
