Allow overriding cloned articulations

If bank 2 clones bank 1, bank 2 should be able to override an articulation from bank 1. Any declaration of a program in bank 2 that exists in bank1 should replace it.

One use case is to suppress articulations of a program from the cloned bank via f=hidden.
