Clarity around Vocabularies

It seems that there could be some more clarity around how vocabularies work. Specifically:

• Where are they used?
• Where are they defined?
• What does the boolean value in the meta-schema do?

The spec is, well, specific about these things, but some colloquial explanation would be nice.

@officeneerajsaini the docs (or maybe a blog post?) need some explanation of vocabularies. They're a bit complex, and I think that's one reason people don't use them.

I initially created this as a reminder to myself, but whoever does this will have to have a deep understanding of vocabs.
