Update spec to remove the concept that the core vocabulary indicates the version of JSON Schema used

Related to Keyword for identifying bootstrapping rules, we've decided that the Core Vocabulary is not the determining factor for bootstrapping rules. We need to remove the language that says this from the spec.

I'm unsure if the mechanism that does this has been firmly decided, however. That discussion has been locked until SDLC work has progressed enough to pick it up again.
