How to manually install compare-plugin?

My office is behind firewall and proxy. Although I have admin right for my Win10 PC, I don't know how to install this plugin. I tried Plugin admin in Notepad++ but nothing happen.

I have never gotten the Plugin admin thing to install a plugin in the 10 + years I've been using Notepad ++, not that I have tried a lot and this compare plugin is the only thing I want. There are instructions for how to install manually, but I tried and that didn't work either.
