Describe the solution you'd like

If a person submits a possible propagator, the canton field should be mandatory. If it is, this will allow us to directly map it. If canton of possible propagator is managed tenant --> Internal. If other Tenant, External, add CANTON - FIRSTNAME LASTNAME into ISM-ID Field to be substituted later.

• [ ] In public form: Make field Canton mandatory when giving a possible propagator.
• [ ] In problem view: If propagator.canton in managed_tenant --> Internal.
• [ ] In problem view: If propagator.canton !in managed_tenant --> External (ISM-ID Field CANTON - FIRSTNAME LASTNAME)

@St-Annette / @jeremyzahner Point 3 is ignored for now since we can not allow invalid data in the ISM field.

Otherwise, that will be exported to the FOPH and will generate warnings.

Therefore the estimation is excluding the last task.
