990s not available on AWS

IRS has stopped posting new 990 filings in xml format to AWS--read more here.

The underlying filings are--for the time being--posted to a page on IRS's site here.

I suppose this can be closed now. As its only going to be available on IRS website going forward.

There's probably a way to do this with the new 990data lake and an aws account, maybe look for a permissions file in a default location: https://990data.givingtuesday.org
