Not able to read file with iso-8859-1 encoding

My bank gives me qfx files with this header:

OFXHEADER:100 DATA:OFXSGML VERSION:102 SECURITY:TYPE1 ENCODING:USASCII CHARSET:8859-1 COMPRESSION:NONE OLDFILEUID:NONE NEWFILEUID:NONE

ofxparse try to parse it as cp8859-1 (instead of iso-8859-1).
