[Preesm backend] P/C rates of sub-graph inputs

For (sub)graphs, all input (resp. output) ports have their consumption (resp. production) rate set to 1 by default. In practice, this rate frequently depends on the value of an input parameter. Providing a means to specify this dependency would help.
