Scrolling isn't smooth in Safari

Tried latest Safari and scrolling isn't as smooth as it could be? Seems like it's not a native browser scrolling, any reason for that?

Do you mean Safari 9.1 desktop?

The scroll is native, with -webkit-overflow-scrolling: touch for momentum scrolling on iOS (and ::-webkit-scrollbar for styled scrollbars in Chrome and Safari). In my computer it doesn't feel different than Chrome (apart from the rubber/overscroll effect Safari adds). I'm not sure what can be causing the issue.

Safari 9.0.2 desktop actually. Scrolling feels junky.

Agreed, scrolling performance is very poor. Seeing about 15 FPS.
