Omit DOCKED_SUB_VESSEL nodes from sfs for completed contracts

As far as I can tell VESSEL_STATS and DOCKED_SUB_VESSEL are only relevant on contracts that are still in progress. On a 40MB test save this change reduced the size to 33MB.
