Instead of making rails a dep, ask for active_support only

Since you only patch ActiveSupport::BufferedLogger, why not only require active_support only?

okay! want to give me a pull request with that change? I'm not sure how much use/need/interest there actually is in this gem, but if you want to use it but need it different just give me a pull request and i'll accept it.
