Allow configuration of manual rates/times to be used when the rates can't be fetched.

Rate fetching has been spotty and it's making everything inaccurate.

The rates and times could be entered manually in configuration.yaml (or figured-out by ontario_energy_board) and used when no rates can be fetched so that there are no times when there is a missing rate.
