Lava and Water bucket placement disappears

Version: This server is running CraftBukkit version git-Spigot-a56d446-7029c0a (MC: 1.16.4) (Implementing API version 1.16.4-R0.1-SNAPSHOT)

Whenever a user on the server tries to place water or lava using a bucket, that water or lava disappears immediately. Backflow from where the water or lava was taken also never happens. I have removed all of my plugins and added them back one-by-one and VSE seems to be the culprit. This was not happening in the previous Spigot server 1.16.4 (non- R0.1 Snapshot) release.
