Rails 3.2.11: Rake tasks do not load

Rake tasks do not load when gem heroku_san is specified in the development group of the Gemfile

As a workaround heroku_san needs to be moved to out of the group to the global space.

I'm using heroku_san 4.0.8

We couldn't reproduce this on heroku_san 4.0.8 using Rails 3.2.12.

Do you have any more information about what is not working?
