add `windows arm64`

Currently there's no Windows ARM64 release for jq: https://github.com/jqlang/jq/releases/tag/jq-1.8.0. Could you please include it?

Hi, any chance you could look into adding it our CI setup? i don't think any of the current maintainers, including me, are windows devs/users. My experience in helping getting the current windows build running was quite messy, but hopefully arm64 will be easier.
