put line tracks on separate layers

i.e. create a fixed priority ranking for all lines, so that when a subset of lines is redrawn, the overlapping doesn't change.

To add onto this, could transfer lines be placed at the top of the priority ranking so that they don't get hidden underneath the lines themselves?
