I'm unable to use any city except New York..

What you're gonna have to do is scroll along the map to find the city that you want. It sucks, but there is no other way around it. But once you do so, save the file. When you re-open the file, it should automatically take you to the city that you started building cities in. If this doesn't happen, then you should be able to click on one of your subway lines using the task far on the right, and then click on one of your stations. This will allow you to jump to that station that you clicked on, bringing you to that city.
