Python3 port of stylometry

This is not complete and maybe needs some additional testing; but I am putting the PR in for comment, critique and needed changes.

I had to muck around with paths to get the tests to pass. And it seems like there is a minor issue with how the downloader.py creates filenames that leaves them quoted.
