Add a breadcrumbs pattern that shows separators between links with collapse behaviour.

@origami-z: Pepper breadcrumbs does not rely on menu implementation, so should be doable with existing components and features. Need pepper to confirm like for like functionality

More integration work with Menu can be done in https://github.com/jpmorganchase/salt-ds/issues/2457
