qiskit-ibmq-provider is not maintained anymore

The package qokit depends on qiskit-ibmq-provider (<1,>=0.20.2) https://www.wheelodex.org/projects/qokit/ which is not maintained any more and it was replaced by qiskit-ibm-runtime.
