the cases are not conserved

Hi consider please the following sequence

that get transformed to

* First entry
  :PROPERTIES:
  :User:     Mike
  :Email:    [email protected]
  :Phone:    1234
  :END:
** Second entry
   :PROPERTIES:

   :Email:    [email protected]

   :END:
** Third entry

case conserved, but when again toggling back

case is not saved

that is a bit annoying, any change to change it?
