[Feature Request] Execute Custom Shell Command After File Downloaded

I'm currently using NextCloud(Owncloud) on my server along with cloud-torrent, however, file downloaded by cloud-torrent has to be manually updated to NextCloud database, and i have to execute a shell command to rescan the filesystem, a custom shell command would be lovely.

It can also do a lot of interest things (e.g. sending email notifications, etc)as well.
