I see this error for all the wikipedia torrents at https://meta.wikimedia.org/wiki/Data_dump_torrents

OK, the issue is that those files are not directly torrents. The .torrent links in wikimedia are links to files that are eventually served via cloudflare. Downloading the file on the browser and then uploading the torrent works fine.
