randomly updated my map

https://pastes.dev/LKDF4mOOun this is my config, it has worked fine, I don't want the map to update with player blocks I just want it to be the same and never change (other than towny claims and such). I didn't update the jar or anything and one time I restarted the server and it just randomly started updating the entire map, can I go back to how it was before? why did it randomly do that? I thought I had all of the update stuff disabled
