Hover/click tooltips don't work as expected with Circle/Ellipse markers

Because of this addon markers cant be pressed because world border goes over them, and for addons like griefprevention which doesn't have z index and priority settings in config cant be clicked since they are under the border layer, and because of that I cant see the claim info.

It seems like this issue is only happening if world border shape is set to circle
