EyeToy support

Some games need EyeToy support to be fully playable (or playable at all), a list with some of the games (the wiki isn't complete, but it's still a good reference for now) can be found here https://en.wikipedia.org/wiki/List_of_games_compatible_with_EyeToy

A new label was also added to the compatibility tracker and any new issue open for any game that has support for the EyeToy should mention this issue in the "Related" section.

Probably in order for EyeToy to be emulated, eyetoy.irx needs to be HLE'd
