[gleba] Use water tile on gleba don't make blueswap

Describe the bug

if the recipe for making water is active. and used on gleba, the tile generated is the basic nauvis tile and not the alternative for gleba (blue marsh // blueswap).

the idea is that if you place a tile with the surface condition = gleba, then the tile generated at placement is blueswap.

How to reproduce Steps to reproduce the behaviour:

1. Go to gleba
2. use water tile
