"Toggle description" in visible when descriptions are not shown

I noticed in version 1.5.1.0 that tracked items have a context menu, and the top item is "Toggle description". It sounds like a useful feature (for example to save some vertical space), but clicking on it doesn't change anything, even after a refresh.

What is it supposed to do?

It's a bug that it's visible when it is.

It should only show when you've enabled "Hide descriptions" in settings.
