For v3 I dropped the pre-unit as it really wasn't a good idea. As such, I'm closing here.
This is simply how TeX works: argument numbers have to be known/correct to get the right outputs in an efficient way.
I'm afraid we can't use `\expanded`, as it's not part of the e-TeX extensions - `etoolbox` has never gone beyond those. Perhaps we can find a way to do things...
