Make: No rule to make target "up'

I'm on a Windows computer using Ubuntu 22.04.2 and WSL version 1.2.5.0. Make up command returns as "No rule to make target 'up'." Not sure what that means or how to fix it. Please lmk what I should do. Thank you.
