[Feature Request]: Migrate v2.x.x config to v.3.x.x after update

What feature would you like to see added to TallyArbiter?

I think we should implement this before releasing v3.0.2 stable version. If migrating the config is too difficult, I think we can just delete it and show a banner to the user before the update (adding it in release notes).
