elpy configure is *very* slow on windows

I am running elpy on a windows 7 machine, either as the GNU windows build, or the cygwin emacs -nw non-GUI build. In both cases: I open a .py file, goto Elpy -> Configure on the menu, and it takes like a minute for anything to come up. Very slow, very strange.

Hello, and thanks for the report. Is your internet connection particularly slow? elpy-config accesses Pypi for current package versions etc.

Thanks for looking at this. It's a fast connection, though with work firewalls / VPN there may be bumps in the road.

I'm the same guy who asked about ipython figures not responding in windows. That's what I'd really like to fix. I haven't made any progress on that.
