The idea for other packages here is to integrate with the new Twig component? (Like the chart.js)

Do you have a previous working version or it is always like this? Just to make sure if this is something we broke with 4.0 or it was already broken.

It is because tempus dominus is the same, but with a different name. For some reason it got renamed.
