[Bug]: On Tahoe, Items appear different sizes across monitor and laptop screen

Description

When I open Ice on my monitor, the items on the monitor appear at a normal size, while on the laptop screen they are 2-3x bigger.

That is one problem, another problem is it simply does not show the icons when I hover and when I try to open Ice via Spotlight, it refuses to open. So I have to go to Activity Monitor to shut down from there.

Steps to Reproduce

1. Quit Ice if open
2. Open Ice on monitor screen.
3. Hover over menu bar on (1080p) monitor screen, check if normal.
4. Hover over menu bar on laptop (M1 Air) screen, check if normal or enlarged.

Bug 2:

1. Use Ice normally.
2. At some point the hover functionality stops working.
3. Then try to open Ice via spotlight. This is when it fails for me.
