Keyboard Maestro will not move from hidden to visible

Description

I tried to move Keyboard Maestro from the hidden section to the visible section. It goes there for one moment and then I get a dialog window as shown in the pasted image. It doesn't matter how many times I try it.

Steps to Reproduce

1. Open Ice Settings
2. Go to "Menu Bar Layout" in the sidebar
3. Drag the Keyboard Maestro menu item from the hidden section to the visible section.
