Article edit tabs and fields
Pull Request for Issue #44118 .
Summary of Changes
This PR re-arranges fields and tabs in frontend edit for articles. It moves all options which are in the right sidbar of articles to a new tab "options" It writes all fields which are in the publishing tab of the article into the publishing tab. This removes the language tab and the metadata tab.
Testing Instructions
Compare the edit form for an article before and after the PR. Make sure that different user groups witrh different permissions have the same fields before and after the pr. Swith on and off the show_publishing_data in articles options. on: publishing tab exists, off: no publishing data.

REMARK It would be correct to use a new param for switching on and off the publishing tab. But this would be a b/c break.

@chmst Can the ordering of fields be the same between Back- and Frontend:
Tab "Options"

Changed the ordering of fields as suggested by @fgsw , added a fieldset and legend to metadata (ux, a11y)
While test i set Article Options in the Backend to "Hide" and was confused as the Tab is shown in the Frontend:

I realised Article Options hide only in the Backend.
To avoid Confusion i suggest to rename in the Frontend the Tab Options to "Details".
Comment: I prefer inline help that a field is for Frontend, Backend or both but thats not in scope of this Pull Request.

The whole usage opf param is wrong and the contrary of self-explaining. But no chance to change this in Version 5.xdue to b/c
I've given this a feature label for now, since I don't think this is a bugfix, correct? In that case it would have to go into 5.3
I've decided that my feature label is correct and thus rebased this to 5.3-dev.

Tested successfully. Previously, the article edit tabs and fields felt confusing and inconsistent. With this update, the UX is much clearer and more intuitive. A great improvement—thanks! ✅

Does what it says in the instructions, apart from removing Language and Metadata tabs because they weren't there in the first place.
