Actionlogs missing

Steps to reproduce the issue

Add a weblink as registered user from frontend

Expected result

Notification email to super user that a weblink has been added

Actual result

No email and no entry in actionlogs

System information (as much as possible)

Joomla 5.1.1 PHP 8.2

Additional comments

This is very annoying as super users now are not aware that a link has been added and the have to publish it.
