Separation of features

Split the help feature off to its own package (back to)

  • include MetaCRAN packages from the CRAN read-only mirror
    • no issue reporting
  • search CRAN-loaded packages for BugReports value, and if GitHub, link to that
  • add a 'last modified' message
  • add a 'first introduced' message
  • add an option to view GitHub diff
  • remove dependencies from other features (e.g. ggplot2) so these can be processed too
