autapses in L5 Basket cells

The L5 basket cells allow autapses but not the L2 Basket cells. This was noticed by @rythorpe in #164. Is this expected? If we fix this, we should also make corresponding fixes in the original HNN repository and update the dipole file used for testing.

I think its the other way around: L2 basket cells currently allow autapses but L5 basket cells don't. See discussion in #164.
