Investigate what system value of zero means.

I saw one system marked as zero mapped value that turned out to have several unmapped HMC worlds worth a fair bit. Maybe we should treat zero value as unexplored? Needs more investigation.

Just found 'pro euro nh-v d2-8 marked as zero that contains a water world. Most discovered but some high value targets unmapped. Water world had been mapped mind you
