EDScout.exe not opening

I've installed the latest release of ED Scout and every time I attempt to launch the .exe file a CMD prompt window flashes open then closed again with nothing actually installing, I have attempted to launch the .exe in admin mode and I disabled my anti-virus to see if that was what was stopping it

I'm having a similar problem, even with older version: download and launch, installer is open in background but does nothing.

This solution has worked for me thanks to @nmgsimulations guys. It means stepping back in time slightly but works #202
